HARP Homes

The Homeowner Assistance and Reconstruction Program (HARP)is a statewide housing initiative created by the Oregon Housing and Community Services (OHCS) as part of the ReOregon disaster recovery program. Developed in response to the devastating 2020 wildfires, the project provides families with access to thoughtfully designed, single-family homes as they rebuild their lives.

Aligned Architecture designed a library of fully engineered permit-ready home prototypes ranging from two to five bedrooms. The collection includes 11 core prototype designs, each with multiple variations in style, orientation, and configuration to accommodate a wide range of sites and community contexts. Architectural styles include Craftsman, Farmhouse, and Contemporary, offering flexibility while maintaining high standards of livability, durability, and design. All homes meet Energy Star, National Green Building, Fortified Homes, HUD, stringent stormwater management (including a focus on fishery safe materials), WUI (Wildland Urban Interface) Fire Hardening and OHCS Standards quality.

Accessibility standards were set well beyond code minimum, allowing these to be forever homes.

To ensure broad applicability across Oregon, the homes were designed to fit urban and rural sites alike, with plan variations that respond to different lot sizes, orientations, and site conditions. Optional garage and carport designs further expand adaptability. All plans are ready for permitting in any city or county in Oregon, significantly reducing barriers to rebuilding.
