Floral Hill
Floral Hill is a permanently affordable housing neighborhood designed for DevNW and developed under their Community Land Trust model, ensuring long-term affordable homeownership opportunities for families in Eugene.
Thoughtfully integrated into a sloped hillside site, the project balances density, livability, and community connection while responding carefully to topography, access, and neighborhood context.
The 50,950-square-foot development with 36 three-bedroom homes includes 24 three-story townhouses and 12 two-story single-family residences. Buildings are stepped into the hillside to respond naturally to the site’s grade. Each home is accessed from two levels that align with the grading strategy, creating intuitive circulation while enhancing functionality and daylighting.
Designed in accordance with Eugene’s street connectivity requirements, Floral Hill introduces both a new public street and a new private street, along with significant public infrastructure improvements that will support future development. A safe, friendly street design incorporates traffic-calming measures. Pedestrian pathways, and site-wide steps encourage walkability and foster everyday social interaction.
Each home includes covered front and back porches and private outdoor spaces, reinforcing a sense of ownership and connection to the community. Together, these elements support a neighborhood environment that is welcoming, human-scaled, and resilient.
